Importing Auto Parts from China to the EU: What to Confirm Before Shipment

When a packing list says only "auto parts," it leaves the buyer's customs broker with a question that should have been answered while the goods were still in China: what exactly is in each carton?

I would rather settle that question before handover. A mixed order can include parts with different functions, materials and documentation needs. A shorter description is not much help if the broker cannot identify the goods. We need a record connecting what was ordered, what arrived and what is actually leaving.

Give the broker information for each product line

An OE number can help identify a requested part, but it does not explain everything a broker needs for customs classification. Ask what supporting information is missing before the supplier dispatches. Depending on the product, that may include its function, material, condition, manufacturer details and an identifiable product photograph.

Keep the supplier's proposed customs code as a reference for review. Do not treat it as confirmation of the correct EU declaration code or assume every item in a mixed shipment belongs under one heading. The European Commission's TARIC explanation and database covers EU tariff measures, including anti-dumping and countervailing duties. It expressly excludes national VAT rates.

Ask your broker to confirm which tariff and trade measures would apply to these products and their origin on the proposed import date, and whether a change in shipment timing would require that assessment to be updated. A duty quoted for one product is not a rate for your whole order. If the description is too vague to support that assessment, send the question back to the supplier while the goods are still accessible.

If your broker has flagged an unclear item, include the item reference, supplier description, available product photos and the broker's question in your handover request. Separate origin evidence from a certificate request

Shipping from China does not, by itself, settle a product's customs origin. Ask the broker what manufacturing information and supporting documents are needed for the goods in the order.

The Commission's non-preferential origin guidance distinguishes the declared origin and evidence supporting it from a third-country certificate. It does not make a non-preferential Certificate of Origin a universal requirement for EU imports; specific arrangements can require one. Confirm the requirement for your shipment rather than ordering a certificate simply because an old checklist lists it.

We can coordinate the supplier information requested and compare draft documents against the order. If a document describes a different product or manufacturer, that discrepancy needs an answer. Repeatedly copying the same wording between files will not resolve it.

Agree DDP responsibilities and VAT treatment before booking

DDP is a recognised Incoterms rule. It is not evidence, by itself, that a shipment uses unlawful clearance. The ICC's guidance on tariff responsibilities assigns import formalities and duties to the seller under DDP. The agreed delivery term does not set the tariff rate or replace customs procedures.

Before accepting an all-in quote, ask the seller to identify the delivery term and named place, the parties who will carry out clearance, the charges covered and the records you will receive. Let your broker check whether the proposed arrangement works for your business. A delivery price alone leaves these questions unanswered.

I would also ask a tax adviser to explain any proposed VAT procedure in writing. The Commission explains that the person liable for import VAT is designated or recognised under the rules of the country of importation. A route through Germany does not, on its own, establish that a Polish buyer qualifies for deferred VAT. Confirm the procedure, eligibility, reporting obligations and evidence with the professionals handling the transaction before choosing that route.

Confirm carton markings and product evidence separately

The EORI number identifies an operator for customs purposes. That definition does not establish a universal requirement to print it on every carton. Ask the broker and forwarder which information they need on documents and which markings must appear on this shipment; obtain the agreed marking instructions before packing.

Product compliance also needs a product-specific assessment. ECHA's guidance for importers explains that chemical obligations depend on what is imported. Ask the relevant specialist what information, declarations or testing evidence the particular part needs. Do not treat a generic certificate, an unrelated test report or the supplier's business licence as proof that the quoted product meets every applicable requirement.

Use this as a handover checklist when agreeing the order. It describes the information each party needs to contribute; it does not replace the sale contract or determine who is legally liable for an import declaration or tax payment.

Make the outbound documents follow the actual shipment

Consider an illustrative order where a supplier dispatches one line in two deliveries, and only the first has arrived. Record what has actually been received, ask the supplier about the balance and put the choice to the buyer: wait or approve a partial shipment. If the buyer chooses a partial shipment, show the quantity leaving in the outbound invoice and packing list, connect it to the relevant cartons and keep the balance open in the order record. Do not copy the full ordered quantity into the shipment documents.

For a mixed order, the useful handover record connects the item reference, description, shipped quantity and unit to its cartons. Check those records against the goods being packed. Can I use one customs code for a mixed auto parts order?

Do not assume one code covers every line. Give your broker product descriptions and supporting details so they can assess the classification of the actual goods. Keep any supplier-proposed code available for review rather than treating it as confirmed EU classification.

Does TARIC show the VAT I will pay?

No. TARIC covers EU tariff measures and related requirements, but it does not contain national VAT rates. Ask your destination broker or tax adviser to confirm the VAT treatment and procedure for your transaction.

Is a DDP quote evidence of illegal customs clearance?

No. DDP is a recognised delivery rule that assigns import formalities and duties to the seller. Ask who will perform clearance, what the price includes and which records you will receive, then have your broker assess the proposed arrangement.

Must my EORI number be printed on every carton?

The EORI identification requirement does not, by itself, establish that every carton must display it. Confirm the marking instructions for your shipment with the broker and forwarder, separately from the information needed for customs declarations.

Does clearing through Germany guarantee deferred VAT for a Polish buyer?
